That is the late serial number and the offset programming is different 
between the early and late versions. I think Bruce is right, the CPU 
change occurred around serial number 13,000

As I read you can't get the offset working at all or not in memory?

There also was a limitation in the memory channels which could and which 
could not do odd offsets.
Remember what ever you do in memory channel 1 sets up the offset and 
tone if used, for memory channels 1 - 6. Only 7 - 10 can do different 
offsets and tones referring to plus and minus offsets. So if you have 
repeaters that are the same offset direction and tone place then in 
memory channels 1-6.

Now www.icom.co.jp  under support has 2 - 02AT manuals on line.  I 
downloaded both and the duplex programming in both are the same..Seems 
to me the programming below is for the newer CPU in the 02AT which I 
think you have,

Enter in the receive frequency.

Press the FUNC key and keep holding it pressed.

Now press and release " 7 "

Enter in the offset example 0600..even though the display will not show 
the last 0 you still have to enter it. These digits can be any that fall 
with in the tuning step rate set up which is generally 5 KHz.

NOW Release the FUNC key.

To choose the direction, press and hold the FUNC key while pressing 
either the up arrow " #  " key or
the down arrow " * " key.

It also seems to me the early CPU offset programming you had to choose 
the direction of the offset so it would have been FUNC 7,  # or * then 
0600 release FUNC.

Do you know if anyone tried to open the transmitter?  There were so many 
methods for doing this, the original Icom one and some derived by others 
it was not unusual for an incorrect diode placement to not allow the 
offset to operate after. We even had some after modifying their 02AT 
install a diode in place that limited its coverage to 144 - 146 MHz 
simplex and no tone. Could be if it was opened either a poor diode 
placement or a bad diode.

The early versions when reset the entire radio would reset to 0.00 MHz 
and you would have to step it up to 140 MHz before you could do anything 
and also store that 140 Mhz into every memory channel. If you read a 
memory without first storing the 140 MHz into it after a reset operation 
the entire radio would go back to 0.00 MHz and you would have to preform 
the step up procedure again.

Years ago Icom produced a wallet quick reference card but I am sure 
those are long gone. Others on here may check their manuals to see if 
they can spot any difference in what I posted.

I hope some if this helps.  Also if you visit the Icom.co.jp page its 
nice every so often to send them a thank you for posting those old 
manuals. When those were written they had a dedicated publishing machine 
that was incompatible with any computer system. So some poor person had 
to physically scan all of them into a PDF format. They will sometimes 
find a manual when asked and post it too.
