A few years ago, I was faced with a similar problem.  Fortunately I had kept 
a record of my contacts, names, dates, etc.  I wrote to Pres. of the utility, 
with copy to the FCC and copy to state Public Utility Commission.  Within 4 
days I had full response on site and problems were rectified in 2 weeks.
