This really isn't an Icom issue at this point.  Alan, you might take this up 
on the WriteLog or DX4WIN reflectors if you haven't already.  I haven't seen 
any discussion of your WriteLog ini file.  Below is an excerpt from the 
manual about the ini file and com port settings in the ini file that overide 
settings made elsewhere.  The link for the manual is 
http://www.writelog.com/Downloads/Writelog1054.pdf,  WriteLog can be 
confusing because there are multiple places to "set" the com port baud 
rates, rig addresses etc.  Once you really understand the program, it's 
fairly easy to keep straight - it's versatile, not simple.  If you post to 
the WriteLog reflector, be prepared to tell them about everything you set in 
the Setup Ports dialog, everything related to com ports and the commslot 
settings in the writelog.ini file, and what your radio hex address is set to 
in the rig.

The COMn:= settings in [RIGS], as of version 10.41, are used for rig control 
(only)-but just to control the baud rate and number of stop bits. WriteLog 
always sets no parity and 8 bit characters for rig control, regardless of 
the COMn: settings.

COM1:=9800,n,8,1,
COM2:=4800,n,8,2,

The following entries override WriteLog's default setting for the Icom rig 
address for the various Icom rigs. All rigs that have Icom rig addresses 
have corresponding entries in WriteLog.ini here under the name that matches 
the name in the Setup Ports dialog including space characters!

Icom IC-781=0x33
Icom IC-756PRO=0x12
