[ICOM] DXBase & IC-761 problem

It took some digging but I found the problem.  The band plan was a 
little off kilter.  I have made the necessary changes and the CW 
entries are now relegated to the accepted portions of the bands and 
the SSB to the parts of the bands where that mode is 
accepted.  Changes can, of course, be made when necessary.
