Ed and All: There are many considerations that go into the selection of when and where to set the fold back protection of a solid state amplifier. For example, a 2:1 vswr can be represented by an antenna impedance of 25 Ohms or 100 Ohms. The 25 Ohm impedance  may not cause a problem, but the 100 Ohm impedance just might reflect higher that rated voltages on the collectors or drains of the PA transistors used in the amplifier sufficient to cause damage or subsequent failure. As someone has stated. It is a bad idea to try to second guess the equipment designer unless you are privy to the design criteria of the manufacturer. Larry K4LXV.
