You'll never see data flow faster than the slowest link between you 
and the distant end. QSL.NET may be getting hit particularly hard, or
the server may be having "issues", or some link between you and there
may have been backhoed (fiber is notorious for attracting backhoes) 
and be on an old, creaky copper alt-route. 

I field calls about this all the time at my day job, where I help herd
the network for a state transportation department.
