Hi Clete,
You could try the "Icom Universal Cure" which we used to recommend on the
Icom Net, back in the 1990's.
Loosen and then re-tighten all PC board retaining screws in the radio. The
phenolic board stock shrinks over time, causing boards to loosen; this can
lead to "flaky" grounding of some boards. You can also unplug and re-seat
all header connectors on PC boards. (Those are the small white rectangular
connectors.)
You can check the 3V battery on the RAM board in place. It is unlikely that
the battery will have gone dead, but if it has, the PIEXX board can be
fitted as a replacement for the Icom RAM board.

The IC-751 has a problem. When it's turned on the readout has a row of 9's
or 6's. It stays that way.
I doubt if this radio has ever had the top or bottom off.
Does this sound like the battery has failed? Will a PIEXX board which I got
for the 751A work in the 751?
