  I don't know if this will be much help but a few years ago I moved into a
new home and the local power grid was VERY noisy. I tried to work with the
local power company (a city owned public utility) for a year. When it
finally became clear that they weren't going to fix the problem I wrote to
the city commissioners, the head of the Public Utility Commission and the
head of the local power company's board of directors. I wrote business like
letters (no name calling or angry threats) explaining my problem in very
simple terms. I included a list of all my contacts with the power company
along with the date, time and name of each contact along with a brief
description of the exchange. I also explained that my station was licensed
by the FCC and power line interference fell under FCC jurisdiction and
referred them to the appropriate FCC rule number. I concluded by saying that
my next step would be to file a formal complaint with the FCC. The final
result was my power line noise was repaired and the manager of the repair
section of the power company was replaced.
