In this brave new world we now live in it is unfortunate that we have to become secretive. There is no real reason for the non UCMJ elements of the US Military to become involved in opsec but the powers that be have decided that anything related to Military is to be considered privileged. I am a member of the Civil Air Patrol and we have come under the same restrictions that the MARS people are under. As civilians the Military can not Court Martial any of us for violations but there are USC laws that could be imposed should someone with to much time on his hands in the US Attorney's office somewhere.
CAP and MARS frequencies are considered to FOUO or For Official Use Only. About the only practical penalty for disclosing what the frequencies are to unauthorized persons would be dismissal from the organization.
This thread was started by the question of how can an individual obtain these frequencies. The only proper way is to join program you wish to listen to. If the individual in question is a licensed amateur radio operator then the MARS systems would welcome his/her joining. Or anyone else for that matter. CAP doesn't require an amateur license, in fact we can not use amateur frequencies at all since we are a government agency and fall under NTIA and the USAF for our operating authority.
I hope that I have add some information to the discussion and have encouraged someone to join either MARS or CAP.
