[ICOM] Smoked PROII

Thinking back to my earlier days, I can't recall 
such a relay in any of the equipment being 
manufactured. That includes Collins, Heath, 
Hallicrafters, National, Hammarlund - just to name a few.

It seems that nobody has felt that adding such a 
relay was justified by the cost.
