That cost could very well be for the entire
package.  That includes the test equipment,
and the microscope if that's the method
they used.  The alignment tool and glue for
ribbon is not complicated, but single fibers
could be a problem.   Use sizzors for a clean
break, and shine a small lamp trought the
fiber for the alignment.  You'll have to find
a way to hold the fiber while the glue sets.
