[ICOM] 746 Pro Main Encoder

I had a problem with my 746PRO in a certain area of the dial. Tore the rig 
apart and the encoder. Cleaned it and put the darn thing back together. It 
helped but I found that if I had the dial too tight on the shaft that would 
cause the same encoder problems. Bet I didn't have to tear the thing down in 
the first place, just loosen up the dial on the shaft. I moved it slightly 
out after loosing the set screw on the dial itself. It works fine now!
