Hi Mac,
The Icom Net was originally on 14317 kHz. It was on that frequency during my
tour as NCS (1993 - 1998). In an attempt to get away from the 4th harmonic
of the NTSC colour-burst, it was moved to 14316 kHz. Unless there is very
severe cable leakage at the affected station, the IF notch will usually
reduce the QRM from this source to a manageable level.
As to why the guys chose 14317 in the first place - I assume that there was
not all that much cable when the Net was founded, and it had to squeeze in
among a lot of other activity in that band segment.
