Jim, you could have told him what it was.
Bill, that frequency is 4x the common colorburst frequency
of 3.58~ TV's use that freq, tons of consumer devices use
that freq and it's a popular 80 meter CW freq.
As to the other thing? You just changed "bands" and the
tuner is changing to another preset. It's normal.
