John,

Usually you remove the washers and nuts and just push the filter into 
place. Sometimes removing the circuit board and installing the 
washers and nuts can cause a short for the signal path. As you can 
actually get the case against the eyelets that the filter pins insert 
into and short the signal to ground .

Most of the rigs that use the larger filters do not use the washers 
and nuts as provided with the filter.
