Somehow I'm missing what in the heck all of this has to do with Icom.
The question was whether the PW-1 can be run at 1kw RTTY for extended
periods.
The answer is "YES".
The smart remarks about minimum power have *NOTHING* to do with the
question.
Is this list moderated or not?

If we include the broadcast services under the umbrella of
commerical services, the broadcasters have power limits of:
AM-FM 90-105% of authorized power (low power
FMs have something different)
TV 80-110% of authorized power.

You can always use a lower power setting. Many of the newer transmitters
