BTW: Commercial services are not  "required" to use max licensed power. You can always use a lower power setting. Many of the newer transmitters have multiple power settings for this purpose. But that's another thread.

After all - without using full power - how can you determine the minimum 
power needed.

Incidentally there are only two services in which the "minimum power needed" 
applies in the FCC rules and regulations: Amateur and Marine radio. And 
during a distress, even illegal power can be used - 150 kW anyone? I had a 
nice RCA 5 kW output HF that was great for getting through.

All other services are required to use a standard power as stated on their 
license.
