[ICOM] IC-2710H VHF Output Power ?

I just got an almost new condition IC-2710H.  Output on UHF is right where
it should be. However,  The VHF side is only at 25 watts.  All the power
setting appear low for the VHF side.  Using the internal POT to turn it up
does not provide any change other then being able to turn it down further.

I would think it might be the power output module but the failures I have
see with those tend to be sub-1watt type of output.

I don't have a copy of the service manual.  Any input is greatly
appreciated.

BTW, I did get two of these units the other one works as it should.
