[ICOM] FW: Radio

I have checked all of these and printed out the manual but will check
once more tomorrow at school.

The manual doesn't show a dial lock switch on the 260. If the 260A has
one, it'll probably be a switch that disables the dial input, rather
than locking the knob in position. 

But the manual _does_ address the "frequency doesn't change when tuning 
knob rotated" problem: 

Possible cause: VFO/MEMORY switch set to one of the memory channels. 

Solution: Set the VFO/MEMORY switch to the "A" or "B" position.

and drill down to the manuals.
