[ICOM] Icom Ic-H16 Low TX Power Output

I have an Icom IC-H16 (commercial version of the IC-O2AT) with almost no
transmitter output and would like to talk with anybody who has worked on one of
these rigs.  I have the service manual but it appears there may be an error in
at lest one of the voltage levels specified.  I have already found a component
mislabeled in the circuit description so I'm suspicious of the voltages
indicated in the power control circuit.
