[ICOM] 706MKII off frequency

Thanks for the suggestion.  It doesn't hurt to state the obvious.  No, it
wasn't on, and now I am thinking I may not have the rig with the problem.
Tonight several of us got together on frequency.  Everyone was on frequency
except one radio.  That was someone running a brand new Kenwood TS-2000.  It
appears that his rig is .05kcs off frequency.  Everyone concluded that we
are all just a few cycles off from each other, the nature of radio, but his
was the only one that would be over .01 kcs.
