There are some Usenet (news) clients that mandate a minimum ratio of new to 
quoted text.  I often wish something similar could be implemented for mail 
reflectors.  ::sigh::

Part of the problem, of course, is that a great many e-mail clients default 
to placing reply text at the beginning of a message, so a lot of folks 
don't even see the miles and miles of quoted context they are sending off 
with their responses.
