Yes likely the CPU thinks it is at 0.00 MHz.
What you need to do is to enter 9990 and then hit the up arrow. Now you 
have to do this 14 times to step up the CPU to 140 MHz. Now before doing 
anything else store the VFO 140 MHz into every memory location. DON"T READ 
what is in the memory just STORE 140 MHz into it them all 10 of them. The 
memories are all sitting at 0.00 MHz and if you read one then you have to 
do the whole thing over again.
