Dave, this may be easy and would take care of
engine noise, will need a 12 v dc relay tho.
find the ignition on lead from the switch, this will go 
to one side of the relay coil, the other side of coil to ground.
the relay contacts will be in series with a lead from the battery
positive terminal and the radio positive lead. Fuse the lead
 from the battery to the relay.
 now the radio is controlled by the ignition switch, and will
not go off when cranking. this lead without he relay is very
"noisy", you will now get full battery voltage on transmit if you use 
the proper wire size.
