Its generally a simple voltage adjustment. though you should have a signal
generator to provide a signal. I don't have a service manual but have told
many during my Icom years how to fix this.
The problem is the voltage change the squelch is looking for is not
happening. the voltage I remember is 3 volts but exactly where to do the
adjustment and what its called I don't remember without the service manual.

I have an Icom 275H that when first turned on and
put in scan mode (FM) the rig will go right past busy channels. It is
supposed to pause for a few seconds when a signal is present. Also, when
the rig is cold you can put it in scan and get it rolling along and open
the squelch and it will continue to scan with white noise like the squelch
is open. It eventually warms up and will stop on some busy channels but
will go past others, no set pattern that I can find. Opening the squelch
once it is warm will stop the radio from scanning which is normal. TX and
RX seem fine, the radio makes full power and can dig out weak signals. I
don't really know where to go for service, sending it to Icom probably
would be best unless someone could suggest an easy repair or has another
service outlet they recommend.
