[ICOM] IC-02AT Problem Partially Fixed

[Mark - AA6DX]

 Hi ...  After "MARS" mod, by tweaking the PLL, the 02AT  will work up to
 about 173 MHz .. gets real "iffy" above 17Ø, YMMV.
