There is a work-around on wider lead spacing SMT ICs if you do not have the
surface mount equipment and are a bit adventurous. I do not know what this
IC looks like that drives your relays but..... If you solder-wick the chip
off the board you can position the new IC with "tinned leads" and a bit of
epoxy. After it dries use a narrow nozzle on a heat gun "1/4 inch" to
re-flow the solder. DO NOT USE A SOLDERING IRON! The epoxy will hold the
chip aligned with the pads and re-flowing the existing solder will keep the
pins from shorting.
