[ICOM] IC-730 Question

I just received a  used IC-730 that I purchased with  a known problem. The problem has to do with CW. When going into CW the power output is very low and the meter appears to oscillate. The output signal sounds awful albeit low. It sounds like it is oscillating too. I have tried some adjusting of R149, 150 and 151. This increased the power to about 40 watts but the radio is putting out way too much on SSB. SSB appears to work fine.

I have a manual but no schematics. So I am flying blind. A former ICOM service person who has a radio repair business is about 35 miles from here --but I can't get it into his shop until Monday. Anyone have any suggestion that I can try this weekend?
