Hi Jim,
The answer is.. both, you will reduce the power consumption and the
output power.
If you can be heard and understood on low power why use high power?

I have an ICOM 725 that I want to install in my boat but I dont want
to drain the battery when the engine is not running. Will turning
down the output power reduce the power consumption or only the output?
