Jim,

If you turn down the output you will draw less current when transmitting, which will result in less power consumption. The receiver draws something like 2 amps on receive and adjusting the TX output will not have an effect on it. 

If you don't have already a safe bet is to set up a two battery system. Run all the electronics off one battery and save the other for starting the engine. Many boating accessory shops have the equipment to allow that while also re-charging both batteries when the engine is running. That way no worries about restarting when that time comes.
