[ICOM] Modified VHF/UHF rigs

I'm associated with USAF MARS, and I don't know
why the radios get modified.  I haven't heard any
freebanders (?) but I suspect some of these hams
will want to call in on their legitimate commercial
frequencies when their company won't let them have
a radio.  So who's going to report them?   Some
people want more bells and whistles; bigger and
better.  Maybe it's because legit MARS and CAP
people trade a lot of radios.   Maybe some hams
are in ham radio just so that they can carry a
HT around.  I know that in New York City and nearby
villages that the community first aid squads
(private groups) was a big market for HT's.
What a world it would be if all them went on HF.
