[ICOM] Save CW??

Will some one please tell me what an FCC proposed rule change regarding CW 
has to do with Kenwood or ICOM radios???  I for one will be glad once this 
mess is over so we can go back to being civil and curtious operators instead 
of a bunch of cry in my beer lids.
