  Good new, bad news, Woody.

  I just downloaded the Tech Report (twice) with no problems (10:00 p.m. 
  Pacific).

  It is a 3MB file, but throughput was not high and it took 10-15 minutes on 
  a high-speed connection.

  If you don't have better luck from Adam's site and your ISP will allow a 
  3MB attachment, I can e-mail it to you.
