[ICOM] charging HT packs with BC-119

The pack might be real dead. Either connect it to your T7 overnight with
the wall recharger or allow it to sit in the BC-119 for a few hours. The
BC-119 does trickle charge too and should fire off if the battery comes up
from being so flat. You might want to be around while waiting for the
battery to come up. When those batteries are real flat they need to have a
little charge put into them before they will take a charge it seems. If the
red light does not go orange in a while then I would thing that battery is bad.
Same thing used to be with car batteries. I used to jump a dead car battery
with a good one for a few seconds to get a little charge into it before
using the rapid charger. otherwise the rapid charger would not start
recharging the battery.
Anyway thats been my experience.
