It depends on your expectations...

To my mind, a "good" noise blanker is one that removes pulse noise and
doesn't cause severe intermod. However, this will do nothing for anything
other than ignition noise or some high rise-time noise sources such as motor
brushes and some types of arcing. However many noise blankers have had the
detector integration time lengthened and blanking pulses lengthened to work
on other types of noise. The result is severe intermod. So it's a toss up!
When I was in the Ham business, I had frequent complaints of noise blankers
not working when they were working fine. The problem was unrealistic
expectations.

That being said, I found the 751A NB to be very effective with ignition, and
with some types of hydro interference. It also worked well with the
"Woodpecker" radar interference. However it did not work for MOST noise
sources...
