[ICOM] IC-706 Programming

Greetings,

I'm helping an elderly ham install and set up a -706 Mk II G in his Jeep,
and I've run into a problem with programming it.  HF works fine, but I can't
for the life of me figure out how to program an FM repeater (2m and 70cm)
into it, and then get them into a memory.  The problems are getting it to
take the proper repeater offset, and to transmit the PL tones.  The manual
seems rather vague on parts of this process.

Anyone who has experience with this radio - your help would be greatly
appreciated.
