[ICOM] IC-P4AT Transmit

I recently obtained a long neglected IC-P4AT. I recharged the battery 
and was able to set frequency and tones. The problem is that the unit 
continues to transmit after the PTT is released. The only way to get it 
to stop is to turn the unit off. This happens with both the PTT on the 
unit and when using a speaker mike so it's not the switch itself. Is 
there some mystical setting in the unit that's been overlooked?
