[ICOM] Reflector Digest

One of the side-effects of the system problems this past weekend was those 
who had been receiving the ICOM reflector in Digest format suddenly found 
themselves receiving every message.  We lost the Digest flag for everyone, 
so if you want to go back to Digest format, you will need to go to the list 
web site and turn it back on.  Sorry for any inconvenience.
