FAA has AN/GRT-21 & 22 VHF & UHF single channel TX.
AN/GRR-23 and 24 VHF & UHF single channel RX.

Many remote sites have remotely callable and controllable
VHF & UHF multi-channel backup rigs.  Many individual
ATC facilities (w/ air traffic controllers) can select any
particular remote site and set these Back-Up Emergency
Communication (BUEC) transceivers as necessary to backup
individual single channel equipment at those sites that may
have failed.

Not sure about USAF (retired in 1981) but we used
GRC-171 for UHF multi-chan and GRC-175 (Wilcox
807B RF decks) for VHF in many locations.

Are you still using the AN/GRC-27 multi channel air to ground?  At several 
Coast Guard Air Stations we operate and maintain our own towers and the 
Avionics techs also maintain the tower radios.  The single channel sets were 
easy, but the big, old GRC-27 was a bear to have standard power out thru out 
it's full range.
