I would assume that it does. I use a 746 Pro with a
Carolina Windom 80 and it tunes it flat on all bands.
You might want to try to get it up more than 15 feet.
I have mine mounted as an inverted V with the peak at
45 feet, 155 degress between the legs, and each end of
the antenna a minimum of 10 feet off the ground.
