Depends... Could be something as simple as a cable not plugged in. Sloppy,
but people make mistakes...

Had a similar problem once with a radio I had serviced by Icom in Canada...
Asked "permission" to pop the covers and check before returning it... And
sure enough, a cable wasn't seated properly and had worked loose in
shipping.
