[ICOM] Stingy S meter

Hi Group.  I have an Icom 910H.  The S meters only reach a S9 or less on
everything but a very close repeater.  I have eliminated the antenna, coax,
connectors, and the built in attenuator.  It occurs on 2 meters and 440.  My
706IIG gets full scale with the same repeaters.  The receiver seems to be
sensitive and I get good audio reports.   The serial number is 01204.  Any
ideas or suggestions?  Thanks in advance.   73
