Let's put an end to this thread..

As an ex-employee of a Ham Radio store in New England, I can tell you this. 
>From a legal stand point, a Ham Radio Store CANNOT ask to see a persons 
license before selling them a piece of ham radio equipment. In fact, asking 
for a license was breaking the law. Doing so would presume that the buyer 
was going to illegally transmit using the equipment. That amounts to a 
guilty without proof or cause. Many hopeful  "Hams" have purchased a 
transceiver to listen and copy code on over the years so as not to have to 
spend their money twice, once for a receiver, and then again for a 
transceiver.

The buyer and the AES store were well within their rights under the law.
