What are you using for a power supply?
I had this happen on an FM transceiver once and found the binding posts
even though real finger tight were loose. The transceiver was current
starved. Tightening up with a wrench solved the trouble.
Have you got a dummy load to use in place of the antenna. A low SWR does
not always equate to the correct impedance.
Its unlikely it would come from the factory so low on output power.
Possible a bad final could be the problem though they are pretty good.
