[ICOM] Light-weight PWR SPLY fot IC-706

I use an SS-25M on my IC-746 with no problems.
There should be no problem running a 706 and
you  MIGHT  get by with the SS-20M.  The meter
on my SS-25M shows 16 Ampere draw with the
746 on CW, key down.

I use an SS-20M for multiple VHF and UHF equipment.
