[ICOM] two items... D104 and Marine Mobile

Actually a modified for Ham Band coverage Marine SSB radio does not loose 
Type Acceptance for Marine applications. No recent Marine SSB Radio Icom 
made required anything more than a jumper or program enabling of amateur 
transmit. Since the radio was tested with in the legal Marine Frequencies 
for purity of transmissions it does not loose the Type Acceptance when 
modified. The Amateur radio was never tested for purity of transmission by 
any FCC certification lab so it does not qualify and it VFO control which a 
Marine SSB can not be. I think the 3 mile limit is further out like 200 
miles seems to me international waters do not start before the 200 mile 
limit but I could be incorrect on that.
