[ICOM] IC-551D frequency locked

A friends 551D has developed the problem where the frequency cannot be 
changed by rotating the dial. Yes, I have checked the frequency lock 
switch, and it is off, however I am wondering if there is some way it 
could have gotten stuck in the locked position? The rig transmits and 
receives fine at the display frequency, and the RIT works fine. I 
suspect that there is something wrong with the "photo-chopper". Has 
anyone had any experience troubleshooting/repairing these?

Any advice would be greatly appreciated.
