Colin,

The US version M700Pro could be opened with the dealer's cloning software. 
I do belive later M700Pro versions came with amateur band transmit already 
enabled. Now with that said the UK has its own set of radio communication 
laws and it is very likely the UK version may be limited to Marine SSB 
only. You could approach Icom UK to see if they can enable the amateur 
operation with proof of license, or maybe a local dealer can do it for you.
