I just LOVE my IC-W32A. Love it so much I just got a second one for the daughter. Can program them both from the computer. With a better antenna, (Comet BNC-24) and some of the better after-market batteries, you couldn't want for more. I hike with it, very rugged and reliable! Lately it seems I even carry the W32A more than my trusty pistol! In the desert, you got to count on your gear. Bottom-line, I trust my W32A.
Only down-side you may mention is that it isn't a broadcast/SW radio. I prefer the better filtering, and would select one of the very small SONY products for the receiver instead. JMHO.
You will find much need for both VHF and UHF in Germany. I suggest a true-dual-bander, whatever you pick.
