[Icom] 706, problem

Hi All'
          I recently bought a used Icom 706. All works fine except for
one problem.
The 10 and 12 meter bands are dead ! No transmitt or receive. In fact
their is no
receive from 22 Mhz to 29.999 Mhz.   At 30 Mhz it pops back on.
Originally i thought it may be a bad relay on the filter board ( RL-7 )
but if that
where the case i think it would only effect the transmitt and the receive
would
stay on.
Any help on what could be wrong and a possible fix would be greatly
appreciated.
I have the service manual.
